1. INTRODUCTION
Total Exploration & Production (TEPNG) Nigeria Limited, operator of the NNPC/TEPNG Joint Venture invites interested and reputable Contractors with suitable equipment, technical capacity and relevant experience to tender for the technical bidding phase for the Radio Networks Maintenance and Field Support Services in the COMPANY offices, designated residences, onshore and offshore locations of its three (3) districts namely: Port Harcourt, Lagos and Abuja respectively.

2. SCOPE OF WORK
CONTRACTOR shall provide services at agreed service levels and costs which shall follow the best industry practices and service delivery standards including the implementation of appropriate framework for the management and provision of quality delivery of the required service aimed at fulfilling all aspects of this scope of work at the agreed service levels

Services to be provided include:
A. Service Description
• Onshore/Offshore Radio Networks installations, operations and maintenance
• Telecoms Field equipment installations, maintenance
• General Information Systems and Telecoms field operations support

B. Implementation Specifications
• Security systems (ACS, Marine Radar / AIS)
• Entertainment systems
• Safety systems: PAGA (Public Address & General Alarm), POB (Personal on Board)
• Marine systems: GMDSS (Global Maritime Distress and Safety System), NDB (Non Directional Beacon)
• Operational Radio (VHF Air/VHF Marine/UHF/MF-HF)
• BAS (Berthing Aid System)
• Weather Monitoring System
• Satellite communications (Inmarsat, Thuraya, VSAT)
• Point to Multipoint radios
• Power systems
• Level 1 support for CCTV, IST resources (Workstations, Printers, Applications)

BACKGROUND
Heartland Alliance LTD/GTE (HALG) through the KP_CARE 1 project is working to mitigate the impact of HIV/AIDS on Key Populations and their sexual partners. This is carried out by working with CBO organizations, establishment of community centers, strengthening partnerships across sectors, communities, and related stakeholders. KP_CARE 1 provides comprehensive package of HIV prevention and treatment services, management of sexually transmitted infections (STI), and other ancillary services to KP groups using gender responsive human rights-based approach. Heartland Alliance LTD GTE (HALG) is currently seeking an experienced corporate body to conduct a gender analysis on the KP CARE 1 project in Lagos, Cross River and Akwa Ibom.

OBJECTIVES:
1. Identify the extent to which gender roles and norms affect access to and utilization of HIV continuum of care
a. Identify inequalities that may impede achieving the program goal.
2. Examine harmful gender norms and practices that affect sexual behavior, risk-taking, health seeking behavior, HIV disclosure and violence experience and perpetuation
3. Assess GBV response availability, adequacy, and quality of clinical and non-clinical post GBV services
4. Identify policies, laws and legal practices that discriminate against women, men and/or vulnerable populations and increase negative impact of HIV AIDS.
5. Examine the relationship between gender and access to income and productive resources including education, that may increase HIV infection vulnerabilities and access to HIV continuum of care and other health care services.

DELIVERABLES:
1. Work plan
2. Gender Analytical framework
3. Protocol that includes simple plan, timeline for fieldwork etc.
4. Questionnaires and tools (Discussion Guide and Interview questions for the different categories of respondents)
5. A Comprehensive gender analysis study report including findings and recommendations
6. Debrief On findings and recommendations

Services to be provided include:
A. Service Description
• Provision of the following services:
• Telecom store management
• Invoice processing
• Telephone taxation reporting
• GSM networks billing
• Satellite phone billing

B. Implementation Specifications
• Stock level monitoring and Database management
• Material Master (SAP) maintenance: creation, and modification
• Warehouse requisitions, dispatch and monitoring
• Purchase requisition, material transit and delivery tracking
• First level invoice processing and vendor payment tracking
• Interface with Government Telecom regulatory agencies
• Billing reconciliation, processing and management with GSM (Mobile and Direct connect) and Satellite phone service providers
• Preparation of Telecom taxation reports

3. MANDATORY REQUIREMENTS
a) To be eligible for this tender exercise, interested contractors are required to be pre-qualified in the NQS 3.11.01 (Product/Service) category Network installation / Support service and 3.11.09 (Telecommunication Systems, Integration Installation / Support Services) categories in Nipex joint Qualification system (NJQS) database.
b) All successfully pre-qualified suppliers in these categories will receive an Invitation to Technical Tender (ITT).
c) To determine if you are pre-qualified and can view the product/service category you are listed for; Open www.nipex-ng.com and access NJOS with your log in details, click on continue Joint Qualification Scheme tool, click check my supplier status and then click supplier product group.
d) If you are not listed in a product/service category you are registered with DPR to do business, contact Nipex office at 8, Bayo Kuku Street, Ikoyi Lagos with your DPR certificate as evidence for verification and necessary update.
e) To initiate the NJQS pre-qualification process, access www.nipex-ng.com to download application form, make necessary payments and contact Nipex office for further action.
f) To be eligible, all tenders must comply with the Nigerian content requirements in the Nipex system.
g) Only Nigerian indigenous service companies having verifiable Nigerian equity shareholding of 51% and above shall submit bids for this tender.

4. NIGERIAN CONTENT
COMPANY is committed to the development of the Nigerian Oil and gas business in compliance with the Nigerian Content Act 2010 for Nigerian Content Development.

As from the commencement of this Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian oil and gas industry shall be consistent with the level set in the Schedule of the Act and any other targets as may be directed by the Nigerian Content Development and Monitoring Board (The Board)
